Partnerships

The network of student social services has a policy of active partnership aimed at reinforcing its efficiency on the many domains of student life and international policy.

Institutional partnerships

Developed with ministries, institutions or establishments of higher education, partnerships allow the CNOUS/CROUS to coordinate its policies and obtain the best possible synergies.

 The Ministère de la Culture et de la Communication (Ministry of Culture and Communication)

The partnership between the CNOUS and the Ministère de la culture et de la communication aims to improve responses to student needs, and in particular those of students in higher education establishments under the supervision of the Ministère de la culture et de la communication with respect to access to housing, social assistance and health services, and sports and cultural activities.

 The Ministère chargé de l'Outre-Mer (Ministry of Overseas Territories)

Since July 1992, the Ministère de l’Outre-mer has given the network of student social services responsibility to manage the Mobility Passport (Passeport Mobilité). This plan offers, under certain conditions, a return airline ticket each school year to students from French overseas territories.

 The “Conférence des Présidents d'Universités”, (CPU) (University Presidents’ Conference)

Founded in 1971, this conference assembles all the Presidents of universities in France. It is chaired by the minister of higher education (ministre chargé de l'enseignement supérieur).

 Universities

Initiated in Fall 2002 by the higher education administration (Direction de l’Enseignement Supérieur) of the ministry of education, higher education and research (Ministère de l’éducation nationale, de l’enseignement supérieur et de la recherche), the establishment of a system of four-year contracts between the CROUS and the universities on student life activities allows fixing of common objectives and targeting of a truly coherent strategy.

 L'AMUE

The agency for cooperation between universities and higher education establishments (Agence de mutualisation des universités et des établissements d'enseignement supérieur) seeks to organize the cooperation between its members in order to improve management quality and facilitate their objectives, while respecting their autonomy. The CNOUS has been associated with the AMUE since 2004.

 The “Assemblée des directeurs d'IUT” (conference of directors of the IUT)

The ADIUT assembles the heads of 31 university institutions that award teaching degrees. It is acknowledged and supported by the ministry of education, higher education and research (Ministère de l’éducation nationale, de l’enseignement supérieur et de la recherche).

 The “Conférence des directeurs d'IUFM” (conference of directors of the IUFM)

The CDIUFM assembles the heads of 31 university institutions that award teaching degrees. It is acknowledged and supported by the ministry of education and by the ministry of higher education and research (Ministère de l’éducation nationale et ministère de l’enseignement supérieur et de la recherche).

 CampusFrance

International partnerships

 DSW

The Deutsche Studentenwerk is Germany's national association, representing 58 Studentenwerk (local CROUS). It represents the students in the social, economic, cultural and health domains, and also works for improvement of study conditions, in close cooperation with the universities and other organizations related to student life, in Germany and internationally. A long-time cooperation between CNOUS and DSW has bred a strong relationship on both local (CROUS/STW) and national levels. The DSW and CNOUS are co-founders of the ECSTA european association.

 ECSTA

The European Council for Students Affairs is an association created in 1999 on the initiative of CNOUS and DSW, assembling the European organizations that support student life. Its objective is to expose and share the practices of each country, working to deploy information tools related to student mobility, in particular in the context of the Bologna process. Its members work in close association. Additional partners are being integrated over time.

 ANDISU

The Agence Nationale pour le Droit aux études Universitaires unites the regional agencies for support of student life in Italy. The CNOUS and the ANDISU signed a declaration of intentions in Venice for a specific partnership consisting of the exchange of information and personnel, comparable to the agreement with the DSW.

 NASPA

The National Association of Student Personnel Administrators is an American association that assembles those responsible for student life on American campuses for discussion and analysis of student life services in the USA. It is composed of 8,000 members from 1,175 establishments. The CNOUS and the NASPA signed an accord on October 18, 2004, expressing their intentions to explore new means of multilateral cooperation including contact between the members of each organization for common activities.

 AOUF

The CNOUS and its university social services partners in Benin, Burkina Faso, Gabon, Mali, Senegal and Togo, took the initiative to launch the association of student services groups in French-speaking nations (Association des Œuvres Universitaires de la Francophonie, AOUF) in December 2001. The statutes and the membership of the CNOUS were approved by the CNOUS administrative council on April 1, 2005. The association was registered in Paris as a non-profit organization on April 15, 2005 (“Loi 1901”). The headquarters of the AOUF is located at the place de la Sorbonne, within the Agence Universitaire de la Francophonie. They work in close partnership: the AOUF's university social services complement the activities of the AUF in the academic sphere. This association is in contact with multilateral organizations (OIF, AUF, AIF, UNESCO, etc.) and seeks to develop its expertise in the area of university social services, which it considers an essential component of international cooperation in university education. The AOUF endeavours to make contact with student life organizations in member countries of the Francophonie institutionnelle.

To encourage popular collective action, partnership agreements have been established with several student associations or general interest associations.

 AFEV

The Association de la fondation étudiante pour la ville, which supports students who volunteer to help in disadvantaged areas, works with the CROUS to develop social bonds and citizenship, in particular in university residence halls.

 AFM

Supporting the activities of the Association française contre les myopathies (muscular dystrophy), the CROUS participate in the Telethon through Culture ActionS and the placement of collection boxes in the restos U.

 Anima'fac

This network monitors the concerns of student associations and implements, with financial support from CNOUS, collective actions promoting student expression and involvement.

 GENEPI

The “Groupement étudiant national d'enseignement aux personnes incarcérées” (national student group to benefit people in prison) is a registered non-profit association with no political or religious alignment. Its objective is to "participate in the public effort to aid the rehabilitation of prisoners by developing their contact with students in higher education."

 Guilde européenne du raid

A partnership currently pending signature with the CNOUS/CROUS will allow student associations who wish to become involved in the domain of international solidarity to benefit from methodological support under the programme known as “Solidarités étudiantes” (student solidarity).

 Relais Handicap Santé

Each year this association organizes a national day of information and orientation for the professional rehabilitation of handicapped students, with the financial support of the social services network.

 LMDE

La mutuelle des étudiants carries out health-oriented information, prevention and education campaigns, including an AIDS prevention campaign linked with International AIDS Day on December 1. The campaigns take place in the student life areas managed by the CROUS.

 USEM

This is a student mutuelle whose vocation is to inform students about public health issues and to promote their health. It organizes campaigns of AIDS prevention and information campaigns on balanced nutrition, which are held in CROUS-managed student life areas.

Other partnerships

The CNOUS is a member of the administrative councils of several institutions.

 The Europe Education Formation France Agency

Founded in 2000, this public interest group seeks on a national basis to promote and implement EU programmes (Leonardo da Vinci and Socrates) relative to education and initial and continued professional training. By convention, the CNOUS contributes to the functioning of the Agence by underwriting 7 salaried administrative positions.

 The “Fondation Santé des Etudiants de France” (French foundation to promote student health)

Founded in 1923 and recognised as a public interest foundation in 1925, the Fondation santé des étudiants de France manages 11 health establishments and 1 medico-social establishment totalling 1,500 beds and places. They are located across France and receive secondary and post-secondary students and young workers. These establishments include annexes of public secondary schools. They combine health care and studies, secondary, post-secondary or professional.

 Egide

Égide manages the national government's international cooperation initiatives (reception of grant holders and foreign guests, dispatching experts on assignments) and also makes its know-how available for all organizations involved in the domain of international cooperation (research laboratories, universities, public authorities, etc.)
